That's actually illegal.

I don't mean to be a stickler...but that's one form of trolling that is highly unethical.
It really is called "disturbing the peace" and if someone writes down their licience plate number and report it, all the police have to do is keep an eye out for that car and arrest them. All the evidence will be on the video tapes and it'll be a big punishment for them.

Actual Law states:
Disturbing the peace is a crime generally defined as the unsettling of proper order in a public space through one's actions. This can include creating loud noise by fighting or challenging to fight, disturbing others by loud and unreasonable noise (including loud music or dog barking), or using offensive words likely to incite violence.

Punishment:
Disturbing the peace is typically considered a misdemeanor or an infraction depending on the jurisdiction and is often punishable by either a fine or brief term in jail.

However...on other rare occasions it is considered an ordinance, the lowest level of an offence. However, a person held in breach of the peace will not have a criminal record entered against their name; which would otherwise seriously hurt the person's future dealings with authorities, or when seeking future employment.

I really do hate guys who troll.

It is unethical, uncalled for, unnecessary, and could potentially hurt someone emotionally. And don't think emotions are a little deal...by emotions alone drives and fuels the desire for anger and depression. Which can lead to Terrorism or Suicide.

Do people really want to know that they played a "butterfly" effect on the outcome of an individual's fragile emotion, which could potentially lead to something worse down the line of life?

Harsh words are not easy to forget. They can be imprinted for many years.

My friends and I do this all the time. Recently we've changed our normal ethnic slurs for compliments, as in "HEY YOU THAT FUCKING HAT GOES GREAT WITH YOUR SHIRT". It still makes people mad. Good fun though.
