Yes to the first, no to the second.
Kiyohiko Azuma seems opposed to the idea of anime adaptations of his works, possibly because the Azumanga TV series disappointed him (I wouldn't be surprised, I found it to be mediocre and fairly unfunny compared to the original comic strip).
It's hard to take four black and white panels and pad them out into five minutes worth of animation.
